the article examines the significance and constitutional foundations of the principles of legality and justice, as well as the role of legality in the realization of justice. It further analyses Article 1 of the Constitution, which defines the state as a rule-of-law and social state, and discusses the factors influencing the implementation of the principles of legality and justice in states of this type, along with the constitutional provisions related to legality and justice.

A retrospective analysis of the theoretical aspects and legal foundations of social protection policy for the population

Theoretical and legal issues of cooperation against corruption

in this scientific article, the author carefully analyzed the theoretical and legal problems of the fight against transnational organized crime and corrupt crimes. Moreover, the author was able to reveal the essence and content of the concept of corruption crime. The article also examines the signs and types of transnational crimes, in particular human trafficking, regional corruption, etc.


This scientific article provides a systematic analysis of the international legal basis for cooperation in the fight against crime. In the article, the author tried to highlight the theoretical aspects of the issue of international cooperation of law enforcement agencies in the system of combating crime. It also analyzes the content and essence of the concepts of “international criminal group” and “international criminal community”, which are considered relevant today.


The author’s comparative analysis of international conventions, declarations and legislation of foreign countries reflected the specifics of this article.

Bentham, an English philosopher, lawyer, founder of the doctrine of utilitarianism, who played an important role in the formation of English liberalism of the 18th century, but whose works were almost “forgotten” in the post-Soviet space, including Uzbekistan, from the 1920s to the 1990s due to the attitude of K. Marx to the work of this thinker.
Taking into account the extremely wide range of scientific studies of the thinker, the article analyzes his views on economics.

Modern mechanisms for developing leadership competencies of women leaders

the article provides analysis of the implementation of modern approaches to the development of managerial competencies of women leaders. The study examines social factors influencing the formation of key managerial competencies, including effective organizational management, strategic decision-making, communication skills, and problem-solving abilities, with particular attention to family responsibilities, work environment, national mentality, and prevailing gender stereotypes in society. The findings indicate the necessity of integrating individual and institutional approaches to enhance managerial capacity. Additionally, the article emphasizes the importance of implementing targeted policies aimed at ensuring gender equality, eliminating social stereotypes, and supporting women leaders, and offers practical recommendations for developing modern managerial competencies through specialized programs, training, and coaching mechanisms.

Econometric analysis and forecasting of the activity of agricultural enterprises

this article analyzes the economic and statistical indicators of farms and agricultural enterprises in the Tashkent region for 2010–2023, and using the provided statistical data, a medium-term forecast for 2024–2020 was made using the EWIUS program. Also, the interrelationships of factors affecting the increase in production volumes on farms and agricultural enterprises, such as the volume of investment in fixed capital, number of employed workers, areas of agricultural crops, were studied, and it was scientifically substantiated and suggestions were made to determine which influencing factors should be used optimally and which ones should be increased to increase the volume of production.

Balance Between Domestic Investment Potential and Foreign Capital: The Effectiveness of Internal Sources in the Case of Uzbekistan

the article analyzes the structure of sources of investment in fixed capital, changes in the ratio of foreign and domestic resources in Uzbekistan. Based on official statistics of recent years, the share of foreign investments and foreign loans, as well as the share of enterprises and population’s funds was calculated, and based on a review of international scientific literature, the concept of “domestic investment potential” was clarified and its main components were systematized. The author concludes that domestic sources should be a stable support for growth, and foreign capital should be used as a means of complementing them.

Conceptual aspects of ensuring the economic security of territories

this article examines the scientific and theoretical foundations of managing the economic security of territories and is devoted to the study of conceptual and methodological aspects of ensuring economic security at the territorial level. The essence of the concept of economic security in a territorial dimension, the classification of major threats and risks, as well as the mechanisms for their identification, assessment, and management are analyzed from a scientific and theoretical perspective. In addition, the theoretical foundations of security indicator systems, monitoring and forecasting methods, strategic planning, and the formation of territorial policy are discussed, and conclusions are drawn regarding the possibilities of their practical application.
