Institutional culture is considered as the main factor ensuring transparency, responsibility and ethical standards in the activities of organizations. The study reveals social factors that affect the level of trust in the relationship between institutions and citizens. The results are of practical importance in increasing social stability and institutional efficiency.

It further analyses Article 1 of the Constitution, which defines the state as a rule-of-law and social state, and discusses the factors influencing the implementation of the principles of legality and justice in states of this type, along with the constitutional provisions related to legality and justice.
